Abstract

The civil protection system represents a fundamental instrument for safeguarding human life, health, and material assets in the event of major disasters. In the context of increasingly pronounced risks and unfavourable demographic trends, analysing its effectiveness and preparedness has become particularly important.

A significant challenge is reflected in the unfavourable demographic structure of the population, characterized by a growing share of the elderly population, as well as an insufficient level of awareness and engagement among the younger population, economic actors, and organizations from various sectors within the civil protection system.
