Certificate for the implementation of private protection of critical infrastructure – a new level and quality or just a new form for providing private protection services

Abstract
The new Critical Infrastructure Act, among other things, also prescribes the procedure for issuing certificates for the implementation of private protection of critical infrastructure. Obtaining the aforementioned certificate is mandatory for all security companies that provide or will provide private protection services for critical infrastructure. In addition to the conditions prescribed by the law for obtaining certificates for the companies themselves, the aforementioned procedure also provides for the first time for training for direct executors (security guards) of private protection tasks, which will be carried out at least once every three years, organized by the coordinating body, and recorded in the state administration body responsible for civil protection tasks. The Private Protection Act also stipulates that the aforementioned tasks, as high-risk tasks, would be performed by future security guard specialists. In the given context, within the framework of the paper, we will look at the current situation in the private security sector in the Republic of Croatia, the totality of the legal regulations of the industry, the age structure of direct executors of private security jobs, new modules for training security guards for critical infrastructure protection jobs..., and try to answer the research question 'is this really a new level and content of private security services and/or just a new form of performing the aforementioned jobs with the same executors at the same critical infrastructure facilities.'
