Comparative analysis of sustainable tourism challenges in Zadar and Vukovar-Srijem counties

Abstract
The impact of tourism activities on the state and local budget is a matter of national importance, as tourism simultaneously generates economic growth, but also add pressure to infrastructure and security system. The differences between coastal and continental tourism are particularly evident in the context of the seasonality and spatial concentration of tourists.
The aim of the study is to determine the burden on emergency services in Zadar and Vukovar-Srijem counties by comparative analysis of tourist traffic and the number of emergency calls made via ŽC112 during the most intense tourist months. The analysis includes the classification of interventions into complex, security, medical and fire-fighting events.
The starting assumption of the study is that the coastal county records a higher total system burden, while the continental county shows a different structure of interventions, conditioned by relief, traffic and climatic characteristics. Furthermore, generational changes and specific tourist interests have led to increasing demands for village/rural tourism, gastronomic tourism, medical, mountain, adventure, health tourism, etc. The choice of location and accommodation for tourists largely depends on the possibility of "consuming" multiple forms of tourism at a short distance from the accommodation capacity, as well as on good transport connectivity between locations.
The results of this study can contribute to improving the planning and scheduling of operational forces of the civil protection system, as well as the development of preventive safety measures in tourist destinations. Special emphasis is placed on the need for integrated action by tourist and local communities to increase the safety of tourists and the population, and to ensure the long-term sustainability of tourism. At the same time, the intention is to draw attention to the importance of joint reflection by tourist and local communities in order to strengthen the safety of tourists and the population. Investments in educational and promotional materials that highlight safety as a recognizable feature of the destination will certainly have an impact on the sustainability of tourism as an important factor for national and local economic development.
